So, how can the underdeveloped areas of the world, catch-up?

I might start by first looking back into the way developed areas were able to proceed through development. We should identify those indicators that result in development, and determine if they are relevant and appropriate for today in specific country settings, and test to see if it is true.

The idea of the Millennium Development Villages Project suggest that to develop, a huge amount of money is needed in order to develop. While I do believe that investment must occur, I don't feel that outside funds are needed. Instead, I assert that what is needed is proper applications of carrots-and-sticks models (making use of incentive and disincentives) with the people in their locals and that this can occur free from huge monetary investments.

These mechanisms and environments that they exist in, can be called Building Blocks of Development, hence the name of this blog.
